The head of the Implementation Court in Dammam, Sheikh
Dr. Dakhil bin Saud Al Hamad, stressed the role of the big implementation courts in regaining rights and limiting the delay in
executing judgments and enhancing the value of the commercial paper (checks orders policies and bills).

Hamad said in a meeting held by Asharqia
Chamber represented by the Lawyers Committee and legal advisers in the legal
sector on Monday 20 March 2017 in its main headquarters that a number of
initiatives launched by the Ministry of Justice have increased the
effectiveness of this system through the implementation of a number of
electronic projects, including electronic connectivity with all relevant
parties as the judicial orders are issued to the security and financial authorities connected
with them electronically and from those entities ( court statements, passports, condition,
monetary institution, the Capital Market committee, the Ministry of Commerce, SAMA) to
make reservations and prevent travel and stop services and filing on the lists
of arrest and freezing of commercial records and listing those
delaying payment.
He
also pointed that the last of these
projects launched by the ministry is a "paperless court" project,
through the adoption of the electronic file in the courts and the execution
departments - instead of the paper file - in all the procedures of the
application process from start to implementation.
He
pointed in the meeting, which was headed by Khalid Al Saleh, the chairman of
the committee. He noted that this progress
witnessed by the implementing courts has created a great transformation.
Sheikh
Al Hamad said that the finance companies and banks should free their bonds and
contracts properly and complete without defects that may cause the failure of
its implementation in future.
And
that anyone who wishes to engage in any business has to obtain the licenses to get through this
activity away from the fraudulent methods to ensure for himself all the rights
guaranteed by the regulations.
In
his speech on the modification of the
project to the implementing regulations, he pointed that the implementation disputes
have been confined to the decree 3 of the system and that the expansion of its
concept may cause disruptions to implementation, stressing the need for each
case to support its validity.
Regarding
the legal representative he explained that the measures taken against it from
travel and imprisonment are for reasons and that he must initiate the money of
the company funds and benefits to others.
He
also urged all lawyers - through their big experience and professionalism in
this field - to contribute to raising awareness among the society and spreading
the legal culture while taking care in training trainees and raising their
competence.
Al
Saleh said that the executive regulations were complementary to the legal texts
which dealt with the terms of reference of the executive judge, the executive
authority, the disclosure of the funds and the funds of the convicted person in
execution and the precautionary seizure, as well as the execution procedures
which included the executive seizure, the sale of the seized money, As
well as the direct implementation and implementation in matters of personal
status as well as the cases in which the debtor is arrested and insolvent.
He
pointed that the establishment of enforcement services in the courts and courts
of implementation complemented and implemented these statutory provisions,
which gave them the jurisdiction in the implementation of these decrees and got to implement the judgments
issued by multiple courts.
